You reach this place from the southern end of the Storage Cellar. A low level party will have problems fighting the Hell Hounds there. There actually is food, but as soon as your party is strong enough for the monsters, you've already unlimited food sources available (the rat generator on the level below nearby, for example). A few additional rewards await you here, though.

The Storage Cellar is the main part of Level 1. You find quite a few items and riddles here as well as a constant food and water supply as soon as rats aren't a threat for your party any more.
